TP and GH - I totally agree with you that ZEN has no infrastructure issues. That was not the point I was trying to make. I forgot to mention in my first post that Constance Lake FN is one of the four southern communities some 300 km south of the RoF, close to road, rail and power. I apologize for that.

GH I disagree with you if you think that ZEN at this stage could make a new impact benefit agreement exclusively with Constance Lake FN.

As far as I know, ZEN will have to negotiate with the Matawa Tribal Council under the terms of the soon to be Regional Agreement. Matawa will respect previous agreements made with individual FN communities, but Matawa negotiates for all the communities in the future, again, as far as I know.

But my point is, I think this is good news. I expect the Regional Agreement to be signed before ZEN needs to enter into negotiations, hence I expect a quick and easy process for ZEN.
