Clearly if they had achieved a higher purity than 99.95% or even equal that previous result, they would have announced it in the NR and sung it from the hilltops.

They got a better result from flotation (92.5%) and reduced the amount of NaOH drastically (all good) but failed to report the final purity result. Why?

It makes sense that if you reduce the NaOH by 86% there is a chance that you won't improve the flotation result significantly.

This is all conjecture of course since they have chosen not to divulge the result. Regardless of what the final purity level was they are obliged to report it. All metallurgical results are to be reported.

Their silence speaks volumes.
