Who knows what Cliffs' intentions are? They will no longer be compelled to report their positions, going forward. They're just another shareholder now.

My experience with CA/NDA type agreements is that they generally have a lock-up provision, i.e. a prohibition against trading in each other's securities. Cliffs' decision to sell may have simply come at a time when ZEN was most vulnerable. I think Aubrey had a bad week, last week. Two arms-length third parties crapped on his parade at almost exactly the same moment.
