Sell orders - curtailing manipulation?

"... when you have a sell order GTC, short sellers cannot borrow your stocks from your brokers to short sell thus decreasing manipulation."

Can anyone confirm the above statement for me? Confirmation would have implications for SPQ shareholders who frequent this hub, and who are interested in curtailing share price manipulation.
