The HK allows the longs to take possesion of physical PMs. The CRIMEX longs are paid off with fiat money for settlement payment, Unless you are a foreign power, then the COMEX is forced to pay them with physical PMs for settlement payment.
By allowing ALL PM traders to recieve physical PM for settlement payment, Hong Kong hopes to lure away all the PM traders who are burned by the COMEX. Thereby making the COMEX collapse.
