Yeh, Naked Shorting was never really outlawed by the Securities and Exchange Commission. Sure they put a few new rules in place [like slapping band-aids on two broken legs] to make it appear that they did something to appease the public investors. But really, the Commission looks the other way [with a blind eye] when the mafia elite use it to control the PM markets
