Seems to me it is just a scam similar to the AIG bailout. Aig was bailed out because they owed money to Goldman Sachs. Almost all of the money given to AIG merely went to Goldman to pay the debt. This little twist will probably see the IMF bailing out countries that owe money to Goldman Sachs (Greece owes money to Goldman).
