President's Council of Advisors on Science and Technology (PCAST) report to Obama, just released this month. Mr. Manocha listed as working group member but still identified as "former CEO of Global Foundries", nice if he gave us little free PR by using his POET title....
At any rate, the document discusses strategies on how the US can better foster innovation and ensure it's competitiveness in the global semiconductor industry (with specific focus on China and associated issues). Fairly high level with a few specific examples of some "moonshot" projects. One key point mentioned in the introductory text relating to innovations in semiconductors:
"the appropriate emphasis of innovation is shifting and expanding, moving beyond mere processing speed to include progress on energy consumption, “system on a chip” functionality, and other dimensions."
