Jack I don't think anyone has said that it is not possible. But in my opinion if they were going to do a RS then it would have been done prior to the last financing. That is typically when high share count companies are forced into that kind of move or to maintain a minimum listing requirement. So unless they fail to make progress and have a need for new funding what would be the motivation for an RS? They have already stated that they will not move toward any listing on the NASDAQ until they qualify meaning that they don't believe the time is right until they have predictable earnings that will support the share price to ensure minimum listing requirements can be maintained.
I don't see the motivation at all to just do an RS unless there was a need which in my mind would mean that they fail to be successful in 2017 to deliver prototypes and fail to become cash flow positive at DL.
