Often times with Government money the company will have to do a Match to qualify for the grant. At least this is common in the US. So there is a chance that 10 will get you 20! However, I am not sure of what the practice in Singapore has been.
But we should all get a better picture within a month of what this financing looks like. I also think there is a high probobility that this financing is already bought, for the most part. The fact that they announced prior to setting a price makes me think this. Its the only thing that makes sense to me. The road show may be more to get other brokers involved after they do some DD and see that "Firm X" took a large traunch down in the financing. Especially since there are not many large firms that will touch this stock on this exchange and at these levels with little revenue! This whole puzzle is confusing, and I just have to think that these veterans have something up there sleeve, because if not this is a major rookie play.
