Looking for clues/examples.

Ballard issued a new Shelf Prospectus on June 16. On July 26 they issued a 9.9% stake to a Chinese company for $28million...STRATEGIC COLLABORATION AND EQUITY INVESTMENT DEAL WITH BROAD-OCEAN.

I am not trying to say that the Shelf Prospectus had anything to do with this but it provides an example that because POET has this on file it probably has no real connection to what other business could be taking place. And just maybe the Prospectus in Ballards case was required as a condition for the equity stake?
