I have really only had a quick look but it is not a module on a chip solution. There is no monlithic integration of all devices which is of course where the rubber meets the road with POET and is the value proposition that makes it very cheap to produce.

Note that POET is developing GaN applications with A*Star for that market.

POET is GaAs for 850nm applications. It will be InP for higher wavelength applications in data communications.
