There really is nothing significant behind what you are observing. During a halt you are allowed to cancel open orders. If this is taking place, then the quantities, and bid/ask numbers may move a little, and it could also completely be an electronic algorithm which is doing it. I would not dwell on it, nor have any concerns (anyone, not you specifically.)
