Sure, other english speakers should weigh-in, but I've never thought the statement meant they were waiting for a full moon on Christmas (wait, that just happened) for the uplisting.
They are waiting for the share price to get to the point where they can apply.
That doesn't happen until the company releases the news that we've all been waiting for.
The company knows that, they know when they do release the news we're going to the NASDAQ in short order....
...but not until then.
Although english is western germanic in its' roots, it's quite goofy when trying to find the true meaning of the words.
I would not minimize the importance of the statement though as the company was clearly saying they are ready to go when the news is released.
We just need the news.
