think i got my answer upon further review of Emcore..they went thru quite a bit of strategic direction change, cost cutting measures in 2014 with a new SR exec team brought in and selling off some of their divisions..the fact Dr. Chiu reported direclty to previous CEO ..he was likely part of that strategic impact change...
