Why was Poet developing a VCSEL in 2014?

we were told the VCSEL was being developed back in 2014, but we weren't told about the application or if someone had requested it. The VCSEL milestone was extended to the end of June. In August 2015 we learned of the Anadigics VCSEL Agreement. Yes we learned about the application on Sept 30/15. We still don't know who the VCSEL is for?
