Isn't this simply the first step toward the listing (as stated here before, raise some cash to "pay" the underwriters to do the listing)? That is what has been stated by PC as part of the listing process. I'm 99% in this camp, the rest seems to be pure guesswork. Just my thought, well that and I get tired of what appears to be rampant speculation...
