i'm happy to report some good news.
The revision of U.S. Munitions List (USML), a ten thousand page book, which governs the commodities covered by International Traffic in Arms Regulations (ITAR). - more specifically category XII - covering a wide range of key optics & photonics technologies - has crossed the finish line (finally - work has been in progress for one and half year)
A very important document, involving department of defense, state and commerce and setting the framework for US and partly for international (NATO) export control/permits by governments.
It’s done - published October 12 and effective from December 31, 2016.
The “specially designed' criteria” ensure that dual-use technologies (military & commercial) are not considered munitions items anymore and move from the U.S. Munitions List (USML) to the Commerce Control List (CCL). See link below for the list of concerned technologies.
