The answer is that shares were sold short by a broker who was unable to access the shares sold so that they could be delivered to the buyer of those shares. The short was not covered (naked short). So the TMX puts out a notice to request shares for immeditate delivery without the 3 days settlement. So check out what the broker did who supplied some of those shares. Mackie sold 33.6k shares at $1.72 to supply the buy-in then bought back the 33.6k shares in the market at an average price of $1.584 to replace them.
