Insiders buy and sell all the time -as long as it is publically disclosed (like Dr. T). My concern is why the BOD thought it necessary to allot him 200,000 more options in addition to the 2 million he already has coming - in addition to his annual $500,000. Public disclosure is mandated for insider buys and sells precisely because of the perception of possible (not necessarily actual) insider information.
