It would seem that way except that many shares are shorted from another one of the brokerage firm's customers. That particular supply source (there are a couple of others) can be dried up quite a bit by the "longs" by placing off-setting GTC limit orders well above the current trading price. They become unborrowable shares at that point. (The stock loan department at another brokerage house, and your brokerage house's own inventory would be two other sources, but far fewer shares are available by us just placing those limit orders).
