This doesn't make sense.
If you have only 50M shares out and the stock is that good, no one, except existing shareholders, will have access to shares because no one will be selling.
This is the biggest problem I have with this proposal; the statement that the RS increases liquidity is false.
50M shares outstanding is not enough for a company with this potential, even if the share price is $10. Of course it could get bid up to $100/sh. within days of announcing a PDA, but then they would just have to start splitting it to get it back down to retail investors comfort zone (likely less than $60/sh.)
I've read everything here and feel it is possible it could work, but it seems like a lot of paperwork for the lawyers when they could just leave the float alone.
