I think this needs to be clarified a little. I believe this paragraph is refering to the personel that BAE has dedicated to working on their GaAs wafer lines for normal production needs and not just dedicated to work on POET. Of course, POET is a part of their work but not the sole reason for a staff that large. At least that's how I understood it.
