Personally, I wouldn't express any concerns to Investment Canada until AFTER I learn what the offer is.

But if the offer is unsatisfactory, it may be worth also bringing this story to the attention of some Canadian newspaper / financial columnists. E.g., someone at the Globe and Mail, National Post, etc.
