A partnership can be claimed by future ore off-take agreements, not share dilution. With the rail funding and off-take agreements in place the banks will fund mine building on large ore bodies with no dilution just lending on future payments from the sale of ore. That's the usual way it is done without dilution. Most mines are funded this way not causing dilution of the share structure.
