Funding for most large projects like this does not come from pp. A bond offering is the usual vehicle for these large projects. Expect such an offering when all the preliminary work for the mine and rail has been compleated.

I would not be surprised if the province bought into an offering to fund the rail line. Tax payer dollars are put on loan with a return at the end, good news for CCC and the ROF.

This is just a thought but I think I am very close to the mark.
