There are two ways to stop naked shorting. 1st get the disfuncional (kindest adjetive I can conjure up) regulatory agencies off their rear ends and just STOP IT. Jail time for the shorters and the brokers involved would go a long way toward permanently halting this practice.

Second would be for ECU to declare a small dividend. It doesn't have to be much, but it would cause a scramble to cover and could go a long way to discouraging the practice in the future.

There will NEVER be an end to the practice as long as governmental agencies fail to do their jobs. Maybe it is time to start a letter writing campaign.
