Yes, collection is the key for fung, tenor, noteholders, shareholders and gowlings. Considering nobody gets paid without collection that should tell you that others don't see collection as as big a problem as you do.

You could be right and nobody collects and we all lose. I'm betting against that since Tenor and Gowlings are both dependant on collecting for a profit.
