This seems to be a little confusing. The MOC clearly stated that the CVG was responsible for obtaining the permits, and that KRY was to provide the information and technical expertise to the CVG to allow that. That is certainly a different paper trail to the one GRZ had to lay down, where there was no intermediate party to obtain permits and no MOC.
