If nothing else, the Chinese are developing a deep insight into how Hugo operates and how his administration functions. The Chinese have been very consistent in maintaining an apolitical personna in their foreign investment policy throughout the world. Regardless of the profit potential and their need for raw material, it must be very difficult to accept Hugo's total lack of integrity since they may be concerned with being accused of complicity in Hugo's dealings. What Hugo doesn't understand is that reputation, or "face", to the Chinese means everything, while to Hugo it means nothing. This marriage may not last and the Chinese may welcome a change in the country's leadership.
