Exactly right EZ, RM today confirmed to me by email that the papers were done but not signed -- waiting for Venezuela to deliver on the verbal promises they made to the Chinese.

There is no Chinese hold up, simply waiting for the transfer of MOC and permit. To do otherwise would raise too many potentially negative issues.

and GW -- forget about arbitration, not going to be necessary -- but it is kept in the toolbox with this approach.
