Don't forget that Hugo won't be running the show in a couple years either. If mine construction starts in early 2011 and is operating in 2013, we're looking at Hugo not being in power, right? (Assuming there are no election/constitutional shenanigans).

Hopefully the business climate will be even friendlier at that point.
