That is most likely due to all the issues (lack of funds, electricity, etc) the Chavez house of cards are facing right now so the paranoid banana heads panicked and called in the "troops" ..ahem.. Cubans..

Now they're not stupid either and are most likely manipulating poor 'ol Hugo for their own benefit and are influencing his political decisions that only result in further isolation...

Hence all the anti VZ rhetoric from IACHR etc...

Chavez has proven himself to be an ego tripping banana head who is definitely not clued into the bigger picture..

I see a stable $80-$100 oil price in the works which will give the power hungry Chavez the elation he needs to regret his Cuban decision and make the situation in VZ that much more interesting...
