but I can't see Teck going ahead with a billion dollars plan in this economy either, unless they want to become the next big penny stock.

A production decision would cost TECK peanuts but it will put $20 million in our piggy bank. And TECK does not have to come up with a billion dollars the day after production decision. The bulk of the money will probalby come up in 2-3 years and by then the economy should be in much better shape and it'll give them time to find a partner to share in the costs.
