Teck was just handed at the very least a year's delay today. That timeline was specifically stated in the letter from the BC government. They also have been told to amend the AIR, and produce a report that fully analyses all their possible options for tailings and targets which choice they would make. More changes to the EA might come out over the course of the next year.

Suddenly mining in BC is just a little bit harder to get through the EA approvals process.

I don't feel more laid back now, and I don't understand why anyone would? It wouldn't surprise me in the least if they withdrew their EA application for now.
