I remember someone here reporting that Elmer said Salazar wasn't enforcable but my question is that if Teck wrote it, why not?

I don't know about that but I once stated that I didn't think the 4-year-build "anti-mothball" clause was enforecable because the Salazar agreement envisioned a 25K to 50K TPD mine to build, not a 150K++ mine.
