They might want to get a partner for our 25% and if so they would better promote their intentions of moving forward

If Teck is looking for a partner the "promotion of their intentions for SC" would be done very quietly and in private with interested majors. I think this is what the mysteriously secret Mira report was in part about.

I can guarantee you that there would be zero benefit to Teck to make their true SC intentions publically known at this stage.
