Imo, I think the change was that in the first instance Elmer was not being recorded ( he presumed he wasn`t) and was free to express his thoughts more openly and in the second where he was talking to Liddy he knew he was being recorded ( Liddy told him so ) and he now needed to be more guarded in his statements and needed to stick to talking about the confines of the contractual choices Teck was under.
