I don't think 60 days is an important milestone. I feel Elmer pretty much said that making a JV wasn't important until Teck elected. I now read it as 60 days to make the actual JV once Teck actually decides to elect or not.

When the clock started is still important and I think February 4/5th seems reasonable to assume given what's been stated in NR's and reports unless someone else has it in writing that it's something different. It should have been earlier, but it wasn't and I'm not sure what this means (incompetence or favor to Teck).
