My theory is that Elmer is incredibly cheap. He will spend the smallest amount of money possible to get the job done. It's the reason we have never seen a large drill program. It's the reason we have not hired anyone in years. It's the reason we have not seen any work fast tracked.

This approach does make some sense assuming Teck backs in because then we have lots of money to play with. However, it's obvious that this approach has hurt as well by taking years to produce a feasibility study that was full of opportunities rather than realized potential.
