Once a permit is approved, updating the plan (say with a bigger, longer lived project) and massaging the permit becomes much easier I would think. That could happen at any point after the approval.

I was seeking to understand the possible reasons for the delay in the submission in the EA Application, and the benefits vs risks from an early or delayed submission.

It also seemed to me that the provincial political scene in BC might play a role in the timing of the submission, i.e. you don't want to submit when the current gov't may be looking to appear "green" by playing "whack a mole" on any permit requests coming through at this stage of the election campaigns.
