An obvious hold up from here is the requirement that the report must be able, per Para 5.5 to:

"reasonably serve as the basis for an independent commercial financial institution lender to finance the development of the property for commercial production"

I think it goes without saying that that decision would not be forthcoming until the environmental approvals are received

These guys are going to be able to stall for months
