I don't think anyone is alarmed about a rule that can't be substantiated or explained especially when it affects insiders, not us.

The only rule I would welcome that sounds like what you are talking about is a rule that says that insiders can only pre-subscribe to a maximum of 25% of PPs, i.e. PPs have to be offered to the public first before insiders can subscribe to more than 25%. That would make sense to me especially in a scenario like that of ours where they don't promote the company and Ernesto swoops in and grabs huge swaths of shares at artificially languishing low prices with his insider 100% pre-subscribed PPs. I would have been ecstatic to participate in those.
