I agree with you completely.
On the other hand, one might take their lack of self-promotion as a positive sign that they already have a deal with Teck. Could it be that Teck has told them not to bother and promised a buyout? This is obviously speculation, but I'd rather assume that as the reason than neglect by the promotion department.
