Moneyspend said in his message that when he spoke to Lynn she said, in part:

"They have not given Teck a copy yet as there are some things still to be signed off by Tetra Tech, and they have the next 45 days to do so."

So, has the clock started yet? Or does it only start when Teck receive their copy? Anyone?
