Listen to the audio from the Vancouver meeting. Why would he go out and publicly state that there is a "district" if he was not sure? Furthermore, it's the way he said it, something along the lines that CUU was able to show that there is a district as TECK has originally thought. So the district idea may not have been Elmer's, but someone in TECK, I wonder who. Elmer had all the results when he made that statement in Vancouver.

This is just my interpretation of what I know at this time.
