I would expect Hector and Cathy to be privy to lots of information. Hector (as legal council) would probably be consulted with quite a bit when looking at the RE and BFS to determine what parts of the property are subject to the back-in agreement. And you can't say that the CFO wouldn't be blacked out. CFO would probably be privy to ALL of the financial details of the company and has to be on top of what the company is spending the money on. If the company is burning a boatload of cash and the CFO can't say, hey where's all this money going for the BFS, can I take a look at it to make sure we're spending it properly then this would be a fairly poorly run company.
