MES - I hesitate to say they are, as that is a definitive statement that I can't put my name on. I don't like giving info as absolute without knowing it's such.

As to which insiders this may include I can't verify. The reasoning and logic is sound, and I'm personally confident this is the case as to why options haven't been exercised (which would constitute insider activity).
