I would imagine that the first port of call for any of the hundreds of companies seeking a move on to the Nasdaq small cap by way of merger or acquistion would be here:

It should not take more than a week to find ALL companies within a specified price range, by market cap, and refining that to a specific short list. A cursory reading of the most recent 10K would remove those with onerous financing/debt structures.

I therefore humbly suggest that within one month, a viable short list could be produced(faster if more than one person involved)from which to initiate informal contact. A forensic audit should take no longer than a month.
