Insiders - those with material information that is not available to the public - are "not allowed" to trade in company stock (blacked out) based on such information until such information is made available to the public. An insider can trade during a period in which they are in black out but if caught will have a problem with the SEC.

To your point, unless insiders have additional non-public material information they should be free to trade the company stock.
